The commissioners also are the place to go if an accuser isn’t comfortable going to a department head and if department heads become aware of a potential offense. The policy says the commissioners « may refer the matter to the Human Relations Alcohol detoxification Commission, the Equal Employment Opportunity Commission, or the U.S. Civil Rights Commission. » But the policy specifically says that is not the proper approach if the alleged perpetrator is an elected official, department head or supervisor.
